- 1-2 tablespoons milk

Instructions:
- Preheat the Oven: Preheat your oven to 350°F (175°C). Line a muffin tin with cupcake liners.
- Make the Streusel Topping: In a small bowl, combine the flour, brown sugar, and cinnamon for the streusel topping. Cut in the cold butter using a fork or pastry cutter until the mixture resembles coarse crumbs. Set aside.
- Make the Cupcake Batter: In a medium bowl, whisk together the flour, baking powder, baking soda, salt, cinnamon, and nutmeg. In a separate large bowl, cream together the softened butter, granulated sugar, and brown sugar until light and fluffy. Add the eggs one at a time, beating well after each addition.
