Instructions:

  1. Preheat the Oven: Preheat your oven to 350°F (175°C). Line a muffin tin with cupcake liners.
  2. Make the Streusel Topping: In a small bowl, combine the flour, brown sugar, and cinnamon for the streusel topping. Cut in the cold butter using a fork or pastry cutter until the mixture resembles coarse crumbs. Set aside.
  3. Make the Cupcake Batter: In a medium bowl, whisk together the flour, baking powder, baking soda, salt, cinnamon, and nutmeg.
